Goodhue County commissioners meeting May 19, 2026

• Meeting called to order at 9:17 am, as a previous meeting ran late.
• All commissioners were present.
• The pledge was pledged.
• The board minutes of May 5 were approved.
• The Agenda was agreed to.

Consent Agenda

• Item 3 was removed from the agenda.
• Items 1 and 2 were approved without comment or discussion.

Reports from Departments and Officials

• Jessica Ahlbrecht, Human Resources Manager, has been selected as the MCHRMA HR professional of the Year Award. This is a statewide award and she is the only recipient. A big deal! Congratulations.

Finance & Taxpayer Services

• City of Kenyon TIF Proposal
• Information only, no action needed.

Set Public Hearing for Cannabis Ordinance Amendment

• Proposed changes to the Ordinance will be limited to technical corrections only and will not include revisions that could be seen as changes in Board policy. 
• June 16th was proposed and agreed upon for the date of the public hearing.
• Commissioner Anderson asked that state law from the session just ended be reviewed before the public hearing, so a subsequent public hearing would not need to be held.

Land Use Management

• A public hearing was held to consider a zoning map Amendment for 35699 Highway 61 Blvd, Lake City, MN. This would rezone this land from Business to Commercial Recreation ( the only classification suited for the property intended use of being a marina).
• No members of the public raised any questions or concerns at the public hearing.
• Commissioner Anderson and Commissioner Flanders had questions about the property being in a flood plain and how septic systems perform in a flood. I didn’t hear any answers to their expressed questions.
• The zoning change was approved.
• A conditional use permit for Feedlot Expansion in Zumbrota was considered. To double “animal units” from 720 to 1420 and allow for up to 500,000 gallons manure. Commissioner Flanders asked if this density was usual and customary. Commissioner Majerus responded yes.
• The permit was approved.

New and Old Business

• Commissioner Flanders reported from the Housing Subcommittee that there is a Habitat House available in Kenyon.
• Commissioner Anderson noted the 4H program has the largest enrollment ever.
• Commissioner Anderson spoke to the upcoming levy/Budget Capital plan.  He cautioned about kicking items down the road.  He asked that the commissioners review the history of how we got here, the long-term planning that is in place, and the reasons for using reserves to balance out some of the cost increases to the county from the decrease in federal and state monies.
