City Council Meeting Observation 

The City Council meeting was called to order and the Pledge of Allegiance was said.

The Mayor joined us through Webet and Kim Buysee was an excused absence.

The Agenda was approved.  Emily Foos from Red Wing Arts presented two new free summer events. Summer sketches, Improv, comedy, and community gathering on 7/16, 2026 and the Artful Supper on August 15.

  3 individuals spoke during Public Comments time. One person was there to inform the council of 12 plus flags hanging on their fence had been torn down.  The concern being respectful of property.   A second person eventually lost emotional control arguing with the Council President, until the person was asked to leave numerous times.  A third person mentioned the missing flags and her thoughts on respecting others.

  (8). The Consent Agenda (13 items) were approved.

   (9) Motions and General Business included approving the Facility-Specific Use Policy It was approved.  Also, there was considerable discussion as to the replacement of the retiring Housing and Redevelopment Board personnel. It was suggested that Beth Snyder be the voting council member to take that position, but the length of the term may need to be adjusted. They all agreed that it be 3 years or the end of the natural term, which ever came first.

  The Private Use of Public Property (PUPP) construction application for Jordan Tower 1 Renovation was discussed. The Red Wing Housing and Redevelopment Authority (HRA) received funding to replace all domestic water piping within Jordan Tower 1.  During the project the Apartment parking lot will be leaving some residents without on-site parking.  The HRA is requesting the use of 18 spaces in the 4^th Street parking ramp from September 21, 2026-March 31, 2027, and that the estimated permit fees be waived.  The renovation project will likely need to be extended.  The residents will be charged 10.00 /month.

  The Port Authority was represented by Kyle Klatt.  He was seeking approval for an extension of the Jefferson School Project for demolition until September/October.

He also reported that the former Central Research property has been cleared, leveled, and the seeded grass is growing. He then noted that some barges are having problems pushing up the Little River bulkhead due to the low water level and sediment.  They will be dredging between now and fall 2026.

  Council comments included that of a member who participated in the Challenge Games.  They reported that a good time was had by all.

   Janie and Vicki reported having attended an outdoor event sponsored by Red Wing Arts and the Dakota Project.  They participated in games and activities with children as well.

  An added Agenda item was requested by Kim Buysse regarding a need to restructure the wording concerning Public Comment Behavior/Civility in the Rules of Order.  All agreed and decided to bring this Agenda item back to make some decisions

  Another Habitat for Humanity home is scheduled when permits are obtained.

From the fire department: Touch-a-Truck on the street will be active again on July 16, 5-7pm.
